"In the naughties the Federal Government was awash with money - Resource Industry Mark 1, low unemployment, modest international exchange rates, & healthy manufacturing and tourism - so both were able to significantly lower personal tax rates as electoral sweetners. After the Global Financial Crisis & softening of resource industry revenue they need more money to have a surplus and fund a National Disability Scheme and GONSKI.
